These big tech projects fall down in these circumstances because the Big Egos that drive them are utterly irrelevant to the computers that run the code. If it doesn't work, it doesn't work, and no amount of spinning will fix it. The other big reason these politically driven Big Projects fail is that those who drive them have a totally unrealistic attitude about what's hard. The web site is not so hard, but the human interaction is hard. Making the connection between the technology and the people using it is hard. The project management - when requirements are constantly changing - is hard. The technology per-se is hard only when schedules become impossible when fundamental assumptions are changed underneath you at the last moment. Wars are like this, too. The difference is that when politics intrudes into war, it isn't just servers that crash, people die.

How do you know you never come back in another body? How do you know their really isn't God, heaven, and hell? How do you know Your not really from 40 years in the future. You, and your buddies decided to play a computer game, and you are here simply in the "game" right now. By the way, think about this. Of all the million years to be alive, isn't it an extreme low probability that you are in the exact time period of the eve of computer abilities to create a universe. Also, when the computer invented ---and released universes start to happen---well, when those evolve, they will do the dame thing as their predecessors did. They will in turn make universes. And so on..and so on. What are the odds that we are the very first in an infinite line of universes. How do you know all the people who legally died for a few minute in the hospital all say they the unexplainable feeling of total love etc. How do you know any of the above is real, or not? And, back to the start. The double slit experiment, proves our conscious affect the universe.....how does in know we are observing it?
