Walnut City Council - honest?

I am curious if people of Walnut know that Walnut is paying  $330,000 too much over the five years (when compared with a $3000 target price) to RedFlex for cameras on Grand and Amar (c) http://www.highwayrobbery.net/redlightcamsdocsWalnutMain.html. RedFlex gets nice portion of proceedings for that. I wonder if someone at the City has his hands greased for that deal, which does not benefit neither the city nor its citizens. Can anyone comment, please? I feel something fishy.
