Your power going out on the 19th?

So Cal Edison to cheap to bypass their electrical work so that we do not lose power.   Just easier to inconvenience thousands.   I guess why not, thanks to Obama we are all used to living in a 3rd world country.

How? Why? Electrical distribution systems are double banked. Meaning, two separate identical sub-stations in one. During normal operation, both banks are energized, during scheduled outages, they're "single banked" meaning, one bank is isolated from the other through a "tie breaker",and is de-energized, and ground bonded for repair or maintenance. That's why transmission lines always come in groups of six. A complete outage means someone screwed up. I used to work in power distribution, and sub-station maintenance, so I've got a pretty good working knowledge of their operation. The proof being, I'm still here after 10 years of being within feet of live 35kv equipment.

You sound like you know what you are doing My feeling exactly. Edison is taking the cheap way out and making us ratepayers sit in the dark while they do a cheapo repair. As it happened, they skipped the blackout. Seems they cancelled the blackout on the 19th and picked another day. (Likely found they had ordered the wrong part!). We still got a 10 min unplanned blackout on the 18th! Oh joy.
