Former Upland City Manager Arrested

Among the charges Robin Dale Quincey faces is the misappropriation of public funds.

Former Upland City Manager Robin Dale Quincey was arrested today by San Bernardino County District Attorney investigators, who accuse him of misappropriating public funds.

Quincey, 52, of Upland, was booked into the West Valley Detention Center. He faces felony charges that include the unlawful misappropriation of public money, gaining personal benefit from an official contract, and giving false testimony under oath, according to a news release from the District Attorney’s office.

Officials said the amount of loss to the city is estimated to be in the hundreds of thousands of dollars.

“I made a commitment to the citizens of this county to battle public corruption, and we are doing just that along with the support of our federal partners,” said District Attorney Michael Ramos. “We will continue to work together to combat this misuse of public trust.”

The arrest is part of an ongoing corruption investigation involving former Upland City officials, including former Upland Mayor John Pomierski, who pled guilty to a federal bribery charge in April, officials wrote. Pomierski was sentenced earlier this month to two years in federal prison.
