According to a San Gabriel Valley Tribune blog from 2009, the candidate's full name is Shawn Dhand, a West Covina-based physician.

According to county records, Dhand was in the running in 2009 for one of three council seats and came in with the smallest share of the vote, with seven percent in his favor. There was a total of seven candidates in that year's race.
