Hagman Bill Advances, Adds Small Business Owner to Air Regulatory Board

Assemblyman Curt Hagman's (R-Chino Hills) AB135 would add a small business owner to the board of the state agency responsible for regulating air quality in California.

Assemblyman Curt Hagman (R-Chino Hills) is making progress in his effort to get small business representation on the Air Resources Board.

The state Senate Environmental Quality Committee recently voted to pass his legislation AB 135, according to a press release. The Air Resources Board has 11 members who are appointed by the governor and approved by the Senate.

Some of the seats are reserved for members who have specialized areas of expertise such as chemistry, air pollution, or engineering.

The proposed law would mandate that one of the 11 representatives be a current or former small business owner.

“California small business makes up 98 percent of all business done in the state,” Hagman said in a statement. “This bill ensures the voice of small business is heard in this highly regulated environment.”

The , based in Diamond Bar, is the local arm of this regulatory agency, which generates a majority of its operating budget from fees on air pollution generated by the nearly 28,400 businesses in its jurisdiction.

The California Air Resources Board is the statewide agency that monitors air pollution, motor vehicle emissions, and regulates businesses.
